The event promises to be full of colour and sound with the drums setting the rhythm of the strokes.

March 2010 marks the return of the dragon boats to Hervey Bay, courtesy of three clubs generously donating their time, equipment and effort to ensure the first Dragon Boat regatta held in Hervey Bay is a success.

What do dragons, Newfoundlanders and life jackets have in common?

Well, apparently, they can all rescue you from drowning. Set to whip the Fraser Coast foreshore into a frenzy, the INAUGURAL FRASER COAST DRAGON BOAT REGATTA is sure to be an awe-inspiring experience you won’t forget.  While there’ll be no actual water rescues taking place, the festival will give spectators a taste of a 2000 year-old Oriental tradition, tracing its roots back to carved wooden boats serving as rescue vessels, pulling out struggling swimmers or passengers of capsized crafts and rowing them to safety.

The free event, which showcases part of this age old Chinese ceremony, will see a fleet of ‘Dragon Boats’ racing along the water to the beat of the Asian drum. Word has it that the dragon actually lives in the water, think Leviathan, but this weekend we’ll get a rare glimpse of the scaly creature gliding across the surface. In addition to the fun and games, proceeds from the festival will be going to the Australian Leukemia Foundation. 2007 Miss Universe Australia and long-time leukemia foundation supporter, Kimberley Busteed is lending her support to the event as Regatta Patron. Ms Busteed says she has a personal appreciation of the foundation’s research: “(it) was such a blessing for our family.” She adds that attending events like this regatta is a great way to show your support for Leukemia Research.

The opening of the event will feature an ancient Eastern painting ritual. After the launch, the fleet will be off into the water and the race is on.  With twelve teams and twenty oarmen in each boat, complemented by authentic asian drumming on the bow, it’s set to be a cultural explosion of festivities. The festival is set to strengthen ties with Hervey Bay’s Chinese Sister City, Leshan, and with experienced dragon boat aficionados flying in from interstate, this will be a formidable cultural and sporting experience.

Will these ‘dragons’ be the fire-breathing, smoke-snorting kind? Well you’ll have to come along to find out. We can assure you however that this is an event for all ages, so be sure to bring the littlies. Dragon boating is enjoying tremendous success in other parts of the world, including annual events in New Zealand and Canada, as well as various states in Australia and is quickly evolving into a popular competitive sport.

Hervey Bay Surf Life Saving Club

The Hervey Bay Surf Life Saving Club was originally formed in the 1950′s by members living in Maryborough and spending their week-ends at the Bay.  Over the years with people leaving the district for education and employment, membership fell away.  However with the expansion of the Bay in recent years, the club was reformed in 1986 and the Clubhouse was built in 1994.

Last season the club again underwent expansion and refurbishment due to some successful grants the club had applied for. So new and old members alike will be treated to new and modern facilities over the coming seasons.

Recent membership totaled 300 members and included 140 Nippers.  Membership includes families from Hervey Bay, Maryborough and outlying areas.

The Surf Life Saving motto is

“Vigilance and Service”.

Maritime Safety Queensland

Maritime Safety Queensland is a government agency attached to the Department of Transport and Main Roads. Our role is to protect Queensland’s waterways and the people who use them – providing safer, cleaner seas. Maritime Safety Queensland is responsible for:

  • improving maritime safety for shipping and small craft through regulation and education 
  • minimising vessel-sourced waste and responding to marine pollution
  • providing essential maritime services such as pilotage for regional ports and aids to navigation
  • encouraging and supporting innovation in the maritime industry.

Aquatic events
An aquatic event is an organised water activity such as boat or swimming races, sailing regattas, waterskiing competitions, or fireworks displays that are likely to affect the normal operation of ships in the area of the event. If you want to hold an aquatic event you will require a permit.

Buoy moorings
Maritime Safety Queensland is responsible for the management and control of buoy moorings in Queensland waters. Buoy moorings are an accepted means of securing vessels, providing a suitable alternative to methods such as anchoring.

Cyclone contingency plans
Cyclones typically strike between November and April. Boaties need to be prepared to protect themselves and their boats from the damage cyclones can cause.

Maritime Safety Queensland has developed standards for hydrographic surveys within Queensland waters in consultation with all Queensland port authorities. These standards are based on the national Principles for Gathering and Processing Hydrographic Information in Australian Ports prepared by the Association of Australian Port and Marine Authorities (AAPMA). They supplement the International Hydrographic Organisation (IHO) Special Publication S44 which provides the minimum international standards for hydrographic surveys. The standards are to be used as a reference when undertaking hydrographic survey work for Maritime Safety Queensland.

As the fundamental principle of the Transport Operations (Marine Safety) legislation, the general safety obligation transfers the responsibility of safety to owners and operators and encourages risk management. The Transport Operations (Marine Safety) Act 1994 imposes general safety obligations on:

  • ship designers, builders and surveyors about the condition of ships
  • persons involved with the operation of a ship to operate it safel
  • owners and masters about safety equipment.

All owners and operators, masters and crew members must ensure the ship is:

  • safe
  • properly equipped and crewed
  • operated in a safe manner.

These general safety obligations prohibit a ship from going to sea if it is not properly built and maintained, equipped, crewed and operated in accordance with its proposed operating environment.

The Transport Operations (Marine Safety) Act 1994 provides penalties for breach of safety obligations.

Biosphere Success

The Great Sandy region has been declared as a Biosphere reserve.

At its meeting in Korea, UNESCO’s International Co-ordinating Council of the Man and the Biosphere program resolved on 26th May to accept the nomination.

The decision means that residents of Gympie, Maryborough, Hervey Bay, and nearby areas including Fraser Island now live in the “Great Sandy Biosphere” reserve.

The 370 page nomination was submitted to UNESCO in September last year by the Burnett Mary Regional Group after approval from all levels of government.

Chairman of the Group, Russell Stewart, said he was delighted with the success of the nomination.

“It’s a real coup for our region and for Australia,” he said.

“It gives worldwide recognition of the outstanding natural beauty and high levels of biodiversity that we sometimes take for granted.”

The International Co-ordinating Council considered 35 nominations from throughout the world, but the Great Sandy Biosphere was the only one from Australia in this round.

Mr Stewart said that although the nomination process was a big job, the real challenge will be to implement the program.

“We now have to keep our promises and make sure the Great Sandy Biosphere becomes a model for sustainability.”

Mr Stewart said the Group would move quickly to commence the implementation of the Biosphere program.

“To make it work, we will need to build on the trust and support already given to the nomination, especially from industry groups, tourism bodies, councils and community members.”

The Great Sandy Strait and adjoining hinterland has outstanding biodiversity values. The region is one of the most diverse in Australia, spanning a sub-tropical to temperate ‘transition’ zone, and contains representative species from both climates, including some that are unique to the region. Obtaining UNESCO (United Nations Environmental Scientific and Cultural Organisation) Biosphere status gives recognition of these values at the international level, and also creates an opportunity for international biodiversity investment. The Great Sandy Biosphere was officially accepted by UNESCO on 26th May 2009 at the meeting of their International Co-ordinating Council in Korea.

What is a Biosphere?
Biosphere reserves are sites recognised under UNESCO’s Man and the Biosphere Program that innovate and demonstrate approaches to conservation and sustainable development. They serve as ‘living laboratories’ for testing and demonstrating integrated management of land, water and biodiversity. The program was launched in 1971.
They are endorsed by national governments based on a submission by the community, and remain under sovereign jurisdiction of the states where they are located, yet share their experience and ideas nationally, regionally and internationally within the World Network of Biosphere Reserves. There are 529 sites worldwide in 105 countries.

Each biosphere reserve is intended to fulfil three complementary functions:

  • a conservation function, to preserve genetic resources, species, ecosystems and
    landscapes;
  • a development function, to foster sustainable economic and human development;
    and
  • a logistic support function, to support demonstration projects, environmental education and training, and research and monitoring
